Australian Design Rule

1. What is the ADR?

  Australian Design Rule which is also called ADR, is an Australian compulsory rule
which regulates that all the import vehicle, local manufacturer or secondhand vehicle
all have to be approved by DOTARS (Department of Transportation and Road Safety)
which is also known as DOI.

  The approvals issued by DOI are all for whole vehicle approval, for vehicle components generally the applicant only have to get the ECE approvals and the test reports, for whole vehicle shall be approved by EEC, with the certification, the products do not need to be retested again, our authorized agent in Australia will help to register the applicant into the RVCS system and attached with a compliance report which can be given as the certification when applying for the whole vehicle approval.

2.ADR Certification Authorities

If the model meets the Australian design rules, the Vehicle Safety Standards Department will approve the model, issue a license, and the vehicle can be freely traded in the Australian market.

All companies or institutions participating in the certification (including manufacturers, agents, laboratories, etc.) must register with the Vehicle Safety Standards Department.

Certification Types

Type 1:  L-Two and Three Wheeled Vehicles

  • Vehicle Category Codes:
    LA – MOPED – 2 Wheels – A 2-wheeled motor vehicle, not being a power-assisted pedal
    cycle, with an engine cylinder capacity not exceeding 50 ml and a ‘Maximum Motor Cycle
    Speed’ not exceeding 50 km/h; or a 2-wheeled motor vehicle with a power source other
    than a piston engine and a ‘Maximum Motor Cycle Speed’ not exceeding 50 km/h.
    LB – MOPED – 3 Wheels – A 3-wheeled motor vehicle, not being a power-assisted pedal
    cycle, with an engine cylinder capacity not exceeding 50 ml and a ‘Maximum Motor
    Cycle Speed’ not exceeding 50 km/h; or a 3-wheeled motor vehicle with a power source
    other than a piston engine and a ‘Maximum Motor Cycle Speed’ not exceeding 50 km/h.
    LC – MOTOR CYCLE – A 2-wheeled motor vehicle with an engine cylinder capacity
    exceeding 50 ml or a ‘Maximum Motor Cycle Speed’ exceeding 50 km/h.
    LE – MOTOR TRICYCLE – A motor vehicle with 3 wheels symmetrically arranged in relation
    to the longitudinal median axis, with a ‘Gross Vehicle Mass’ not exceeding 1.0 tonne and
    either an engine cylind

Type 2:  M-Passenger Vehicles

  • Vehicle Category Codes:
    MA – PASSENGER CAR – A passenger vehicle, not being an off-road passenger vehicle or a
    forward- control passenger vehicle, having up to 9 seating positions, including that of the
    driver.
    MB – FORWARD-CONTROL PASSENGER VEHICLE – A passenger vehicle, not being an offroad passenger vehicle, having up to 9 seating positions, including that of the driver, and in
    which the centre of the steering wheel is in the forward quarter of the vehicle’s ‘Total Length’.
    MC – OFF-ROAD PASSENGER VEHICLE – A passenger vehicle having up to 9 seating
    positions, including that of the driver and being designed with special features for off-road
    operation. (See Definitions and Vehicle Categories for special features)
    MD – LIGHT OMNIBUS – An omnibus with a ‘Gross Vehicle Mass’ not exceeding 5.0 tonnes.
    ME – HEAVY OMNIBUS – An omnibus with a ‘Gross Vehicle Mass’ exceeding 5.0 tonnes.

Type 3:  N-Goods Vehicles

  • Vehicle Category Codes:
    NA – LIGHT GOODS VEHICLE – A goods vehicle with a ‘Gross Vehicle Mass’ not
    exceeding 3.5 tonnes.
    NB – MEDIUM GOODS VEHICLE – A goods vehicle with a ‘Gross Vehicle Mass’
    exceeding 3.5 tonnes but not exceeding 12.0 tonnes.
    NC – HEAVY GOODS VEHICLE – A goods vehicle with a ‘Gross Vehicle Mass’
    exceeding 12.0 tonnes.

Type 4:  T-Trailer

  • Vehicle Category Codes:
    TA – VERY LIGHT TRAILER – A single-axle trailer with a ‘Gross Trailer Mass’ (GVM)
    not exceeding 0.75 tonne.
    TB – LIGHT TRAILER – A trailer with a ‘Gross Trailer Mass’ not exceeding 3.5 tonnes, other
    than a trailer of Category TA.
    TC – MEDIUM TRAILER – A trailer with a ‘Gross Trailer Mass’ exceeding 3.5 tonnes but
    not exceeding 10 tonnes.
    TD – HEAVY TRAILER – A trailer with a ‘Gross Trailer Mass’ exceeding 10 tonnes.

1.Contact with ISOQA, ISOQA will communicate with the customers and confirm the requirements.
2.For the first application, applicants have to provide the information of applicant and manufacturer (incl. company organization chart, relevant duties of top management and its level.), ISO certificate, equipment list, ECE approval certificate and test report.
3. The assigned assistant of ISOQA will be in charge of the progress of the application, after confirming the register in RVCS, the compliance report can be issued soon.
